Phil Havens graduated with distinction from the University of Iowa Law School in 1978. He served six years in the Buchanan County Attorney’s office, first as a part-time assistant and then as County Attorney, while also engaging in private practice in Independence, Iowa. Since moving to Storm Lake in 1984, Mr. Havens has maintained a general practice with Havens and Havens. In addition, he served as a part-time assistant Buena Vista County Attorney from late 1992 through the end of 1994, when he was elected to the first of three four-year terms as Buena Vista County Attorney.
His clients now include the City of Storm Lake, whose City Council first appointed him City Attorney in 2012. Mr. Havens is admitted to practice law in the courts of the state of Iowa, the United States District Court for the Northern District of Iowa, and the United States Tax Court. He is a member of the Iowa State Bar Association and the Buena Vista County Bar Association.
